High Risk Work Licence – What You Need to Know

A High Risk Work Licence is a photographic licence issued to people who have been trained and assessed as competent to work in a class of work defined as high risk work.

The licence is valid for 5 years and is issued subject to identification checks and verification of age.  You must be at least 18 years of age before you can be issued with a High Risk Work Licence. 

Once your licence has expired you must not carry out high risk work until you have renewed your High Risk Work licence with WorkSafe.

Why do I need a High Risk Work licence?

A person requires a High Risk Work licence to perform Forklift operations. There are two classes of forklift operation:

Forklift truck (Class LF)Forklift truck (Class LF) - covers the operation of a powered industrial truck equipped with a mast and an elevating load carriage to which is attached a pair of forks or other attachment.

Order picking forklift truck (Class LO)Order picking forklift truck (Class LO) - covers the operation of a powered industrial truck of a type where the operator’s control arrangement is incorporated with the load carriage/lifting media, and elevates with it.

Is my licence valid Australia-wide?

The licence will allow you to perform this work in any state or territory of Australia.  You can transfer an interstate licence providing it is current and has not expired. 

How do I obtain my High Risk Work licence?

certified forklift drivers onlyTo obtain a Licence to Perform High Risk Work or add a new class to your existing Licence, you must undertake the appropriate training.

You will need to be trained by a Registered Training Organisation and assessed by a WorkSafe Registered Assessor.
To find a Registered Training Organisation, search:

During your assessment, you will be required to undertake a written exam and a practical test. Upon successful completion, the assessor will issue a Notice of Satisfactory Assessment (NSA) and give you an application form/tax invoice. Take the tax invoice to a participating outlet to process your application. Your new Licence to Perform High Risk Work will then be mailed out to you.

How do I renew my High Risk Work licence?

High risk work licences must be renewed every 5 years.

Your licence can be renewed or replaced by applying online or directly contacting WorkSafe in your state.

If you contact WorkSafe directly, they will be able to renew your licence.

You will need to contact the New Zealand jurisdiction you will be working in to find out if forklift licenses obtained from overseas are valid.

Hi I’ve been trying to renew my lf/lo license at the local post office but they keep telling me I don’t have enough points of identication,
Is there any way I can contact worksafe directly and renew it with them….

Is it possible to undergo another forklift licence training even though you have a current one? I want to join our company’s forklift licence training program because the training is actually on our work site. I got my licence on 2014 but I don’t have a chance to have a training on site…

Hi Ariel,

Yes you can join in if you already have a license it would be classed as a refresher course, and due to changes in the way licenses are done it would be good to be up to speed with new laws.

Is it ok to travel on an order picker forklift without wearing the safety harness and staying below 1200mm’s?

While working at height on an order picker forklift can I open the gate to gain better access to stock in the racking? I would also be wearing a safety harness.

While using an order picker forklift to pick stock and while elevated above 5 metres can I drive forward to the next pick bin while raised in the air?

Hi Brad,

To answer all your questions in order:

1. Having your license on site is enough, doesn’t need to be on your person.

2. Safety harnesses need to be worn at all times.

3. Opening any gates whilst suspended up high is not safe practice.

4. Most units have a shut off that will not allow it to move whilst raised.

I have my Queensland High Risk Work licence but it expired in may this year. I now live in Victoria, am i able new transfer to a Victorian High Risk work licence even though it is expired? if not will i need to sit my forklift licence again?

                      When operating a LO do you have your hardness hooked up to the safety lanyard when travelling no more than 600 mm off the ground ie picking at ground levell
